Sec. seven. The Secretary from the Treasury, in consultation with the Secretary of Condition plus the Lawyer Standard, is hereby approved to choose this kind of actions, including the promulgation of principles and rules, and also to employ all powers granted towards the President by IEEPA and UNPA as might be necessary to perform the functions of
